Compulsory stockpiling – Compulsory stockpiling of medicinal products

If your medicinal product is subject to compulsory stockpiling in accordance with the Ordinance on the Compulsory Stockpiling of Medicinal Products, you are obliged to register with Helvecura Cooperative and conclude a compulsory stockpiling contract with the Federal Office for National Economic Supply FONES.

By maintaining a compulsory stockpile, you are making an important contribution to supplying the population in times of severe shortages.

Basic classification

When a trading company or manufacturer places a medicinal product on the market, it first checks, in accordance with the ordinance, whether it is a essential medicinal product.
If so, the company determines whether the medicinal product is subject to a reporting obligation via the Medicines Platform HMP and whether compulsory stockpiling also applies.

Where mandatory stockpiling is required, the company must, in addition to the notification submitted through the Medicines Platform, conclude a mandatory stockpile agreement with the Federal Office for National Economic Supply and notify Helvecura Cooperative.

Based on the monthly sales figures, the required compulsory stock quantity is calculated and a stock build-up plan is agreed with the company subject to compulsory stockpiling.

If no mandatory stockpiling obligation applies, no further action is required within the framework of mandatory stockpiling.

If a storage obligation is in place

Some of the reportable medicinal products are particularly relevant to supply. An obligation to stockpile these essential medicinal products exists.

This means:

Companies must set up and maintain compulsory stocks of certain essential medicinal products. These compulsory stocks can be used in times of severe shortages if supplies can temporarily no longer be guaranteed by the market.

Your obligations as a compulsory stock company

As a compulsory stock company, you are responsible for compliance with the requirements for com-pulsory stocking.

  • Maintaining compulsory stocks of defined medicinal products
  • Complying with reporting and information obligations
  • Ensuring collaboration with the federal government and Helvecura
